According to this article, they've been in use in Europe for like 15 years.
At 10pm, they rise from the pavement.
Ready for those late-nighters who need to take a whizzy.
With the intent to keep that whizzy off walls, pavements, and light poles.
Then at 5am, they return to their hidden places under the pavement.
Crazy stupid that money has to be spent on stuff like this.
